Background to the STAR Conferences

APEC Leaders identified enhanced security for trade and people movement as a major priority following the September 11 terrorist attacks. STAR Conferences are central to APEC’s counterterrorism agenda and provide an important vehicle to carry this priority forward. The STAR initiative aims to secure and facilitate the flow of goods and people through measures aimed at protecting cargo, ships, international aviation and people in transit. the initiative is based on recognition that trade is the most important driver of economic growth and development in the APEC region; that such trade relies heavily on the integrity of transport and other distribution networks; and that any disruption to that trade as a result of vulnerabilities in the system could have potentially disastrous consequences.

The STAR priorities include accelerating efforts to develop closer, more effective public and private partnerships to address security issues affecting trade and people movement; develop more effective screening techniques for people and cargo for security before transit; increasing security on ships and airplanes while en route; securing private company supply chains; enhancing security in airports and seaports; and harmonising and integrating standards and practices.

The historic 'Rocks' area, site of the original white settlement, is nearby, and this part of the harbour foreshore is a hub of activity for both local residents and visitors.
